Remove LGBT+ material from curriculum, dismiss NaCCA Director-General – Minority

The Minority in Parliament has called for the immediate removal of all LGBTQ-related content from Ghana’s school curriculum and the dismissal of the Director-General of the National Council for Curriculum and Assessment (NaCCA) over what it describes as a breach of public trust.

The demand follows controversy surrounding a Year Two Senior High School Physical Education and Health (Elective) Teacher Manual, which surfaced after the Member of Parliament for Assin South, Rev. John Ntim Fordjour, posted about it on social media on January 13 and alleged that government was promoting an LGBTQ agenda.

Addressing the media on January 15, the Member of Parliament for Old Tafo, Vincent Ekow Assafuah, said the Minority was deeply concerned about the content of the manual and its implications for Ghanaian values.

“We on the side of the Minority demand that there is an immediate withdrawal of all teaching and learning materials containing LGBTQ related content.”

He further called for a broader stakeholder engagement to review existing materials.

“The Minority is also demanding a transparent and inclusive review of all affected teaching and learning materials involving Parliament, religious bodies, traditional authorities, parents, civil society organizations, education experts and teacher unions.”

Mr Assafuah also demanded sanctions against NaCCA’s Director-General, Professor Samuel Ofori Obuobisah Bekoe, and Chairman of the Board Professor Vincent Assanful. 

“We demand the dismissal of the Director-General of NaCCA and the Chairman of the Board for failure of oversight and breach of public trust.”

He questioned NaCCA’s justification that the curriculum in question was developed under the previous New Patriotic Party administration in 2024.

“If you don’t believe in it, why then do you go ahead to even print them in 2025. That is causing financial loss to the state.”

In response to the controversy, NaCCA issued a press release on January 13, 2026, announcing the withdrawal of the Year Two Physical Education and Health (Elective) Teacher Manual and the release of a revised edition.

According to the Council, the revised digital version was made available immediately on its Curriculum Resources Portal and replaces the socially-based definition of “gender identity” with a biological understanding of sex, which NaCCA says is more reflective of Ghanaian cultural norms and values.
