Finance Minister Dr. Cassiel Ato Forson has announced that government will allocate funding in the 2027 Budget Statement to implement a permanent solution to flooding in Accra and other flood-prone communities across the country.

Presenting the 2026 Mid-Year Budget Review in Parliament on Thursday, July 23, Dr. Forson said the government is committed to addressing Ghana’s perennial flooding challenge, which continues to result in loss of lives, destruction of property and damage to critical infrastructure.

He explained that while emergency interventions remain necessary, the government is prioritising long-term measures aimed at mitigating the impact of floods and safeguarding vulnerable communities.

Reflecting on the June 29 floods that devastated several parts of Accra, the Finance Minister noted that the disaster displaced families, destroyed businesses and caused significant damage to public infrastructure.

“The floods claimed lives, displaced families, destroyed businesses and caused extensive damage to public infrastructure. The government responded swiftly by visiting the hardest-hit communities, releasing funds and organising nationwide clean-up exercises,” he told Parliament.

Dr. Forson further disclosed that President John Dramani Mahama has directed the Ministry of Works, Housing and Water Resources to develop a comprehensive and sustainable flood management plan.

“The President has directed the Ministry of Works, Housing and Water Resources to develop a comprehensive and permanent solution to flooding in Accra and other flood-prone areas across the country. Funding for the implementation of this permanent solution will be provided in the 2027 Budget and the Medium Term,” he stated.

The announcement comes in the wake of heavy rains on June 29 that left parts of the capital submerged, disrupting businesses and transportation while displacing residents and claiming several lives.

The incident has once again intensified calls for government to invest in modern drainage infrastructure, improve urban planning, regularly desilt drains and strictly enforce regulations against developments on waterways.

Government is expected to provide further details on the proposed interventions when the 2027 Budget Statement is presented to Parliament.
