Private legal practitioner Martin Kpebu has accused the Office of the Special Prosecutor (OSP) of corruption, claiming the institution under Kissi Agyebeng is even more corrupt than former Finance Minister Ken Ofori-Atta.
According to him, the revelations made by the Special Prosecutor during a recent interview are evidence of collusion and a failure to uphold transparency.
During an interview with KSM on November 5, the Special Prosecutor revealed his office had not received adequate cooperation from state security agencies, including the National Security, National Signals Bureau, National Intelligence Bureau, and Ghana Immigration Service.
Martin Kpebu, reacting to this on TV3’s Key Points on November 8 which was monitored by NewsDesksGh, said the statements amounted to a confession of collusion with former the Finance Minister.
“I suspected collusion between Kissi Agyebeng and Ken Ofori-Atta,” he said.
“He said he watched Ken Ofori-Atta leave.”
He argued that if the OSP indeed faced institutional obstruction, they had a duty to inform citizens rather than stay silent.
“When the obvious answer was to tell the sovereign, the owner of the country, the ultimate decider of things in this republic; that is the people of Ghana,” he said.
He explained, “The obvious and glaring answer was to tell the people of Ghana so that public opinion will shape this matter. He kept mute. That is connivance, that is aiding and abetting, that is obstruction of justice, that is corruption.”
Mr. Kpebu questioned Mr. Agyebeng’s understanding of the constitution and law.
“Kissi Agyebeng is a first-class graduate of law. And he doesn’t understand the Constitution? That the true decider of major decisions in Ghana is the public?” he asked.
He referenced Article 1 (1) of Ghana’s 1992 Constitution, which states: “Sovereignty in Ghana belongs to the people, who are the source of governmental power, which must be exercised according to the Constitution and for their welfare.”
“There are many other provisions of the Constitution that show that when you have difficulty, go to the public,” he added.
The lawyer then claimed, “I told you Kissi Agyebeng is more corrupt than Ken Ofori-Atta himself.”
“The proof is in his connivance with Ken Ofori-Atta,” he claimed.
Martin Kpebu further accused the Special Prosecutor of interfering in the investigations into the Strategic Mobilisation Limited (SML) contract.
“The SML investigation was previously with Head of Investigations Emmanuel Basinthale and his team. Kissi Agyebeng took it away from them to go and give some less qualified people,”
“He gave it to another officer who used to work at GRA. You don’t know this officer will be conflicted?”
He then hinted that a formal petition will soon be submitted for removal of true Special Prosecutor.
“I will wait, when we present the petition for the removal of Kissi Agyebeng, you will see the corruption cases that will come out against him,” Mr. Kpebu said.
“The Office of the Special Prosecutor has become a crime scene,” claimed Martin Kpebu.
